A violent sex offender who abducted a girl in Langley will be allowed to return to a halfway house after another violation of his release conditions had landed him back in prison.

A recent decision by the Parole Board of Canada will allow Brian Abrosimo to go back to living under supervision – and a lengthy list of conditions – at a community residential facility.

Abrosimo, 59, is serving a 10-year Long-Term Supervision Order (LTSO) imposed after he served 14 years and four months for the 2004 abduction of a young Langley girl from a rural Aldergrove road.

He used his van to knock down two children who were riding bicycles along 256th Street, kidnapping an 11-year-old, taping her eyes and mouth shut, and driving her to Surrey, where he sexually assaulted her.

His victim managed to escape from the van and run to a nearby home.

Her friend was left behind in a ditch with cuts, bruises and a broken wrist.

A month before that, Abrosimo had kidnapped, handcuffed, and sexually assaulted a sex trade worker.

Abrosimo served his entire criminal sentence before being released, and has been back behind bars several times since 2020, when he was released under a strict LTSO. Any violation of his release conditions can send him back to prison until his case is reviewed.

The recent Parole Board document reveals that in August, Abrosimo, after what is described as a relatively stable period in which he got a job, violated his conditions by turning up back at the halfway house drunk, an hour after curfew.

He denied having consumed alcohol and claimed the smell was from solvents at his job, but the Correctional Service of Canada ordered him back into custody.

On Aug. 25, three days after he was taken back into custody, Abrosimo admitted to his parole officer that he had bought a bottle of vodka and drunk about two thirds of it.

“It is disappointing to see another setback during your LTSO supervision,” the decision by the Parole Board says. It was particularly alarming because drinking is a major risk factor for Abrosimo for other crimes, the report said.

However, it acknowledged that Abrosimo came forward after a few days and decided to admit he had been drinking.

The report also notes that Abrosimo had recently been stable in his residential facility, and had positive reports from his employer. He has continued to work with mental health staff.

Therefore, Abrosimo will be placed back on the Long-Term Supervision Order, which means a return to the halfway house.

In April 2021, the Parole Board ruled that Abrosimo couldn’t be released into independent community living for at least a year, which means he’ll remain in a monitored institution.

He must continue to follow a long list of requirements, which includes following his treatment plan with therapists, not being near children or in any area where people under 18 gather, not to contact or go near his victims or their families, and not to be within the boundaries of Langley or Abbotsford.

He also has to report all relationships with women, including friendships, to his parole supervisor, and has to avoid sex trade workers and can’t consume pornography.

Since his release into community residential facilities, Abrosimo has had a number of high-profile incidents that have sent him back to prison for a time, including a 2020 incident in Vancouver in which he threatened to slit his own throat.

His 10-year Long-Term Supervision Order will run until 2030, when Abrosimo will be 67.

A B.C. sex offender who was taken into custody after threatening to kill a man has been ordered released back into the community by the Parole Board of Canada.

In 2006, Brian Edward Abrosimo, who is now 58 years old, was sentenced to 14 years and four months in jail after being convicted of sexual assault, sexual assault with a weapon, unlawful confinement, and forcible confinement.

In August 2004, Abrosimo used his van to knock over two young girls riding their bicycles in Langley. He grabbed the younger girl, an 11-year-old, and threw her into his van before driving off.

He taped the girl’s mouth and eyes, threw a blanket over her head, and then sexually assaulted her before putting her out of the van and fleeing.

A month earlier, he had held a gun to the head of a sex trade worker and sexually assaulted her.

A victim impact statement filed by the family of the 11-year-old victim in September referred to Abrosimo as a “monster” and asked for the most restrictive conditions possible on his supervision.

In addition to the prison term, Abrosimo had been handed a 10-year supervision order, a form of conditional release which he began in October 2020.

In late December 2020, the community residential facility where he was staying withdrew support for him due to his “deteriorating” attitude. The Correctional Service of Canada suspended his release and returned him to custody.

The parole board reviewed his case and ordered him released back to his long-term supervision in the community, but in August, he got into an altercation with another resident in a community residential facility over the use of a chair.

He was overheard yelling and cursing the other resident and threatening to kill him. When staff intervened, he continued to utter threats.

He had his long-term supervision suspended, and police who were called in to arrest him and take him back into custody had to draw their firearms and a Taser gun.

A parole board decision on the case says that prior to the incident, Abrosimo’s performance was “mixed,” noting he had been participating in psychological counselling, working with a mental health team and had done some volunteer work.

But his ability to recognize “risky” situations and manage elevated emotions was “inconsistent,” said the decision.

“The board is satisfied that a program of supervision can be established that would adequately protect society from the risk of your reoffending.”

The board cancelled the suspension of the supervision order and issued a reprimand.

A sex offender who attacked a Langley girl in 2004 is back at a halfway house, following several weeks in full custody for violating the terms of his long-term supervision.

Brian Edward Abrosimo was returned to jail following a Christmas Day confrontation with staff at a correctional residential facility (CRF).

Abrosimo, now 58, is serving a 10-year long-term supervision order imposed after he served 14 years and four months for the 2004 abduction of a young Langley girl from a rural Aldergrove road.

He used his van to knock down two children who were riding bicycles along 256th Street, kidnapping an 11-year-old girl, taping her eyes and mouth, and driving her to Surrey, where he sexually assaulted her.

His victim managed to escape from the van and run to a nearby home.

Her friend was left behind in a ditch with cuts, bruises and a broken wrist.

A month before that, Abrosimo had kidnapped, handcuffed, and sexually assaulted a sex trade worker.

A Feb. 24 decision by the Parole Board of Canada, released on Wednesday, March 17, described how Abrosimo, who had been warned “not to have any relationships with any women in the building” was observed giving a gift of an old colouring book to a female CRF resident on Dec. 25.

Told this was not appropriate, Abrosimo, who was working as a kitchen volunteer, “stormed out of the kitchen area while ranting and calling other individuals names.”

That led to an incident with the manager of the facility a few days later, where Abrosimo became “belligerent” and swore at her, which led to his return to prison.

Abrosimo spent several weeks in custody before his lawyer was able to have his supervised release reinstated, arguing that he has been suspended “for emotional instability and not due to an increased risk of sexual re-offending.”

The written decision returning Abrosimo to the halfway house said he will continue to require close supervision, but his risk remains “manageable.”

The board found its “positive” that while he was back in custody, Abrosimo took responsibility for his actions and recognized the need to make changes to his approach going forward.

It termed his supervision plan, which includes “support from a community agency, external controls and special conditions” as “viable.”

Conditions include not going to Langley, Abbotsford or Surrey, no contact with victims nor their families, not to be anywhere children under the age of 18 are likely to be found, such as schools and playgrounds, and not to be in the presence of females under the age of 18.

In 2017, Abrosimo was released to a halfway house, first in the Okanagan.

When he moved to a Vancouver facility last year, the Vancouver Police Department issued a warning about him.

A Parole Board of Canada report on a recent incident indicated that Abrosimo’s first year out of prison went well, but there have since been multiple incidents.

The most recent took place on Aug. 12, 2020, when police notified Abrosimo’s parole officer that he was observed in Vancouver playing music, doing tai chi and dancing shirtless while consuming medical cannabis.

He was also socializing with an unknown woman; one of Abrosimo’s conditions is that he is to report all relationships to his parole supervisor.

Abrosimo was confined to his Community Residential Facility (CRF), also known as a halfway house.

The next morning, he began yelling at the CRF staff, pushed his mattress against the door, and put a knife to his neck, threatening to slit his own throat.

The CRF staff got him to hand over the knife and police arrested him. The staff at the halfway house withdrew their support for him and he was taken to Vancouver Police Department cells.

This is not the first time Abrosimo has had various release conditions revoked. According to the Parole Board report, he did well for his first year after his 2017 move to a halfway house, but after that had several issues, including arguments and fights with fellow inmates, and an incident in which he vandalized another inmate’s car.

The board decided to revoke Abrosimo’s “one chance statutory release,” sending him back into custody.

“The Board notes you remain assessed as a high risk to reoffend and finds you lacked the necessary internal controls to effectively manage this risk,” the report says.

Partly because of the recent incidents, and because he is still considered a risk to reoffend, the Parole Board also imposed a full year of a residency requirement on Abrosimo during his first year after his sentence ended.

Abrosimo’s prison sentence was officially over on Oct. 15 this year, but he is now subject to a 10-year Long Term Supervision Order.

The board required that Abrosimo continue to live in a halfway house or a community correctional centre.

He must continue a mental health treatment program to address his sexual deviancy and drug issues, and he remains banned from being around anywhere children under 18 may gather, including parks, swimming pools, and rec centres, being around any female child under 18 without a responsible adult approved in advance by his parole supervisor, having no contact with the victims’ families, and not being allowed anywhere in Langley or Abbotsford.

He also has to report any relationship with a woman and is banned from using any drugs or alcohol.

The conditions will remain in effect for the full 10 years of the LTSO, or until the board agrees to modify them.

The first obvious signs of Abrosimo as a public menace came during the serial harassment of an ex-girlfriend over a period of 12 years. He broke into the woman’s home and raped her in 1992, barraged her with constant phone calls, repeatedly broke no-contact orders and assaulted her again in 2002. In the meantime he was racking up a myriad of other criminal charges, including a 1996 shooting committed just two months after his release from jail for sexual assault. As his offences mounted, the parole board repeatedly demurred from returning him to jail, writing after the 1996 shooting that there is “little benefit of your reincarceration.” (Greg: FAIL by parole board.) In 2004, Abrosimo handcuffed a sex trade worker before brutally beating and raping the woman. A few days later, he drove his van into two young girls cycling in Langley, B.C. As they lay sprawled on the ground, he abducted the youngest one, an 11-year-old, taped shut her eyes and mouth and then raped the child. At the time of both attacks Abrosimo was living in the Langley home of his mother. When he was handed an 18-year sentence for the crime, she tearfully told reporters, “I don’t think he needs to be put away that long.” She got her wish: As early as 2017, he was released into an Okanagan halfway house with relaxed curfew conditions. This came despite fervent pleas by victim’s families warning the parole board that Abrosimo had simply been coached by his parole officer to tell them what they wanted to hear.

In the many victim impact statements made, it was learned that the girl suffers mentally and physically from the attack and has lost her sense of trust.

The other girl Abrosimo hit with his van suffers extreme neck and back pain.

Prior to abducting the girl he had altered the appearance of his van and placed a mattress inside it. There were handcuffs, bolt cutters and a handgun in the van at the time of the kidnapping.

Prior to the crime, he frequented crack houses, exchanging money for sex.

Abrosimo’s criminal history dates back to 1986 and includes theft, weapons, break and enter, sexual assault, assault and failure to comply offences.

In 1992, he gagged and raped his former girlfriend. At one point, her children were present.

Abrosimo was convicted of that crime in 1995 and received a two-year sentence. After being released on full parole a year later, he was arrested after he fired four shots, from a handgun, at his sister’s ex-boyfriend.

In 2003, while high on drugs, he threatened to shoot a police officer and himself. He claimed to have a gun but was, in fact, in possession of a stapler.

In 2004, before the kidnapping and sexual assault of the Langley girl, he went to the home of his ex-wife and assaulted her, allegedly attempting to rape her again.

Abrosimo suffered a brain injury during a jail riot in 2008. But since birth, he has had limited cognitive abilities and low intelligence.

Glad to see that the guys at SPSC have finally got their act
together. When he was first sent there Abrismo was almost jumped and
pummeled by a couple of smaller guys but the rest of the prisoners hit
the panic button and sucked up to Abrismo protecting this rapist coke
fiend from harm. At the time of his arrest Abrismo had a van with a
Harley-Davidson sticker on the back and was using it to claim
connections to local bikers in order to build up his status. This guy
is no biker just another never working/woman beating/ rapist drug
addict.

Abrosimo has been confined to a solitary cell at the Surrey Pre-Trial
Centre since his arrest to protect him from other inmates.
Court records show Abrosimo began a drug and alcohol-fuelled downward
spiral 18 years ago, racking up a lengthy criminal record that
includes two convictions for attacks on his estranged common-law wife
and mother of his twin sons.
At the time of the abduction, Abrosimo had just completed six months
of house arrest for another attack on his former spouse.

A violent sex offender who abducted a girl in Langley will be allowed to return to a halfway house after another violation of his release conditions had landed him back in prison.
A recent decision by the Parole Board of Canada will allow Brian Abrosimo to go back to living under supervision – and a lengthy list of conditions – at a community residential facility.
Abrosimo, 59, is serving a 10-year Long-Term Supervision Order (LTSO) imposed after he served 14 years and four months for the 2004 abduction of a young Langley girl from a rural Aldergrove road.
He used his van to knock down two children who were riding bicycles along 256th Street, kidnapping an 11-year-old, taping her eyes and mouth shut, and driving her to Surrey, where he sexually assaulted her.
His victim managed to escape from the van and run to a nearby home.
Her friend was left behind in a ditch with cuts, bruises and a broken wrist.
A month before that, Abrosimo had kidnapped, handcuffed, and sexually assaulted a sex trade worker.
Abrosimo served his entire criminal sentence before being released, and has been back behind bars several times since 2020, when he was released under a strict LTSO. Any violation of his release conditions can send him back to prison until his case is reviewed.
The recent Parole Board document reveals that in August, Abrosimo, after what is described as a relatively stable period in which he got a job, violated his conditions by turning up back at the halfway house drunk, an hour after curfew.
He denied having consumed alcohol and claimed the smell was from solvents at his job, but the Correctional Service of Canada ordered him back into custody.
On Aug. 25, three days after he was taken back into custody, Abrosimo admitted to his parole officer that he had bought a bottle of vodka and drunk about two thirds of it.
“It is disappointing to see another setback during your LTSO supervision,” the decision by the Parole Board says. It was particularly alarming because drinking is a major risk factor for Abrosimo for other crimes, the report said.
However, it acknowledged that Abrosimo came forward after a few days and decided to admit he had been drinking.
The report also notes that Abrosimo had recently been stable in his residential facility, and had positive reports from his employer. He has continued to work with mental health staff.
Therefore, Abrosimo will be placed back on the Long-Term Supervision Order, which means a return to the halfway house.
In April 2021, the Parole Board ruled that Abrosimo couldn’t be released into independent community living for at least a year, which means he’ll remain in a monitored institution.

He must continue to follow a long list of requirements, which includes following his treatment plan with therapists, not being near children or in any area where people under 18 gather, not to contact or go near his victims or their families, and not to be within the boundaries of Langley or Abbotsford.
He also has to report all relationships with women, including friendships, to his parole supervisor, and has to avoid sex trade workers and can’t consume pornography.
Since his release into community residential facilities, Abrosimo has had a number of high-profile incidents that have sent him back to prison for a time, including a 2020 incident in Vancouver in which he threatened to slit his own throat.
His 10-year Long-Term Supervision Order will run until 2030, when Abrosimo will be 67.

A B.C. sex offender who was taken into custody after threatening to kill a man has been ordered released back into the community by the Parole Board of Canada.
In 2006, Brian Edward Abrosimo, who is now 58 years old, was sentenced to 14 years and four months in jail after being convicted of sexual assault, sexual assault with a weapon, unlawful confinement, and forcible confinement.
In August 2004, Abrosimo used his van to knock over two young girls riding their bicycles in Langley. He grabbed the younger girl, an 11-year-old, and threw her into his van before driving off.
He taped the girl’s mouth and eyes, threw a blanket over her head, and then sexually assaulted her before putting her out of the van and fleeing.
A month earlier, he had held a gun to the head of a sex trade worker and sexually assaulted her.
A victim impact statement filed by the family of the 11-year-old victim in September referred to Abrosimo as a “monster” and asked for the most restrictive conditions possible on his supervision.
In addition to the prison term, Abrosimo had been handed a 10-year supervision order, a form of conditional release which he began in October 2020.
In late December 2020, the community residential facility where he was staying withdrew support for him due to his “deteriorating” attitude. The Correctional Service of Canada suspended his release and returned him to custody.
The parole board reviewed his case and ordered him released back to his long-term supervision in the community, but in August, he got into an altercation with another resident in a community residential facility over the use of a chair.
He was overheard yelling and cursing the other resident and threatening to kill him. When staff intervened, he continued to utter threats.
He had his long-term supervision suspended, and police who were called in to arrest him and take him back into custody had to draw their firearms and a Taser gun.
A parole board decision on the case says that prior to the incident, Abrosimo’s performance was “mixed,” noting he had been participating in psychological counselling, working with a mental health team and had done some volunteer work.
But his ability to recognize “risky” situations and manage elevated emotions was “inconsistent,” said the decision.
“The board is satisfied that a program of supervision can be established that would adequately protect society from the risk of your reoffending.”
The board cancelled the suspension of the supervision order and issued a reprimand.

A sex offender who attacked a Langley girl in 2004 is back at a halfway house, following several weeks in full custody for violating the terms of his long-term supervision.

Abrosimo, now 58, is serving a 10-year long-term supervision order imposed after he served 14 years and four months for the 2004 abduction of a young Langley girl from a rural Aldergrove road.
He used his van to knock down two children who were riding bicycles along 256th Street, kidnapping an 11-year-old girl, taping her eyes and mouth, and driving her to Surrey, where he sexually assaulted her.
His victim managed to escape from the van and run to a nearby home.

A Feb. 24 decision by the Parole Board of Canada, released on Wednesday, March 17, described how Abrosimo, who had been warned “not to have any relationships with any women in the building” was observed giving a gift of an old colouring book to a female CRF resident on Dec. 25.
Told this was not appropriate, Abrosimo, who was working as a kitchen volunteer, “stormed out of the kitchen area while ranting and calling other individuals names.”
That led to an incident with the manager of the facility a few days later, where Abrosimo became “belligerent” and swore at her, which led to his return to prison.
Abrosimo spent several weeks in custody before his lawyer was able to have his supervised release reinstated, arguing that he has been suspended “for emotional instability and not due to an increased risk of sexual re-offending.”
The written decision returning Abrosimo to the halfway house said he will continue to require close supervision, but his risk remains “manageable.”
The board found its “positive” that while he was back in custody, Abrosimo took responsibility for his actions and recognized the need to make changes to his approach going forward.
It termed his supervision plan, which includes “support from a community agency, external controls and special conditions” as “viable.”
Conditions include not going to Langley, Abbotsford or Surrey, no contact with victims nor their families, not to be anywhere children under the age of 18 are likely to be found, such as schools and playgrounds, and not to be in the presence of females under the age of 18.

In 2017, Abrosimo was released to a halfway house, first in the Okanagan.
When he moved to a Vancouver facility last year, the Vancouver Police Department issued a warning about him.
A Parole Board of Canada report on a recent incident indicated that Abrosimo’s first year out of prison went well, but there have since been multiple incidents.
The most recent took place on Aug. 12, 2020, when police notified Abrosimo’s parole officer that he was observed in Vancouver playing music, doing tai chi and dancing shirtless while consuming medical cannabis.
He was also socializing with an unknown woman; one of Abrosimo’s conditions is that he is to report all relationships to his parole supervisor.
Abrosimo was confined to his Community Residential Facility (CRF), also known as a halfway house.
The next morning, he began yelling at the CRF staff, pushed his mattress against the door, and put a knife to his neck, threatening to slit his own throat.
The CRF staff got him to hand over the knife and police arrested him. The staff at the halfway house withdrew their support for him and he was taken to Vancouver Police Department cells.
This is not the first time Abrosimo has had various release conditions revoked. According to the Parole Board report, he did well for his first year after his 2017 move to a halfway house, but after that had several issues, including arguments and fights with fellow inmates, and an incident in which he vandalized another inmate’s car.
The board decided to revoke Abrosimo’s “one chance statutory release,” sending him back into custody.
“The Board notes you remain assessed as a high risk to reoffend and finds you lacked the necessary internal controls to effectively manage this risk,” the report says.
Partly because of the recent incidents, and because he is still considered a risk to reoffend, the Parole Board also imposed a full year of a residency requirement on Abrosimo during his first year after his sentence ended.
Abrosimo’s prison sentence was officially over on Oct. 15 this year, but he is now subject to a 10-year Long Term Supervision Order.
The board required that Abrosimo continue to live in a halfway house or a community correctional centre.
He must continue a mental health treatment program to address his sexual deviancy and drug issues, and he remains banned from being around anywhere children under 18 may gather, including parks, swimming pools, and rec centres, being around any female child under 18 without a responsible adult approved in advance by his parole supervisor, having no contact with the victims’ families, and not being allowed anywhere in Langley or Abbotsford.
He also has to report any relationship with a woman and is banned from using any drugs or alcohol.
The conditions will remain in effect for the full 10 years of the LTSO, or until the board agrees to modify them.

The first obvious signs of Abrosimo as a public menace came during the serial harassment of an ex-girlfriend over a period of 12 years. He broke into the woman’s home and raped her in 1992, barraged her with constant phone calls, repeatedly broke no-contact orders and assaulted her again in 2002. In the meantime he was racking up a myriad of other criminal charges, including a 1996 shooting committed just two months after his release from jail for sexual assault. As his offences mounted, the parole board repeatedly demurred from returning him to jail, writing after the 1996 shooting that there is “little benefit of your reincarceration.” (Greg: FAIL by parole board.) In 2004, Abrosimo handcuffed a sex trade worker before brutally beating and raping the woman. A few days later, he drove his van into two young girls cycling in Langley, B.C. As they lay sprawled on the ground, he abducted the youngest one, an 11-year-old, taped shut her eyes and mouth and then raped the child. At the time of both attacks Abrosimo was living in the Langley home of his mother. When he was handed an 18-year sentence for the crime, she tearfully told reporters, “I don’t think he needs to be put away that long.” She got her wish: As early as 2017, he was released into an Okanagan halfway house with relaxed curfew conditions. This came despite fervent pleas by victim’s families warning the parole board that Abrosimo had simply been coached by his parole officer to tell them what they wanted to hear.

In the many victim impact statements made, it was learned that the girl suffers mentally and physically from the attack and has lost her sense of trust.
The other girl Abrosimo hit with his van suffers extreme neck and back pain.
Prior to abducting the girl he had altered the appearance of his van and placed a mattress inside it. There were handcuffs, bolt cutters and a handgun in the van at the time of the kidnapping.
Prior to the crime, he frequented crack houses, exchanging money for sex.
Abrosimo’s criminal history dates back to 1986 and includes theft, weapons, break and enter, sexual assault, assault and failure to comply offences.
In 1992, he gagged and raped his former girlfriend. At one point, her children were present.
Abrosimo was convicted of that crime in 1995 and received a two-year sentence. After being released on full parole a year later, he was arrested after he fired four shots, from a handgun, at his sister’s ex-boyfriend.
In 2003, while high on drugs, he threatened to shoot a police officer and himself. He claimed to have a gun but was, in fact, in possession of a stapler.
In 2004, before the kidnapping and sexual assault of the Langley girl, he went to the home of his ex-wife and assaulted her, allegedly attempting to rape her again.
Abrosimo suffered a brain injury during a jail riot in 2008. But since birth, he has had limited cognitive abilities and low intelligence.

Glad to see that the guys at SPSC have finally got their act
together. When he was first sent there Abrismo was almost jumped and
pummeled by a couple of smaller guys but the rest of the prisoners hit
the panic button and sucked up to Abrismo protecting this rapist coke
fiend from harm. At the time of his arrest Abrismo had a van with a
Harley-Davidson sticker on the back and was using it to claim
connections to local bikers in order to build up his status. This guy
is no biker just another never working/woman beating/ rapist drug
addict.
Abrosimo has been confined to a solitary cell at the Surrey Pre-Trial
Centre since his arrest to protect him from other inmates.
Court records show Abrosimo began a drug and alcohol-fuelled downward
spiral 18 years ago, racking up a lengthy criminal record that
includes two convictions for attacks on his estranged common-law wife
and mother of his twin sons.
At the time of the abduction, Abrosimo had just completed six months
of house arrest for another attack on his former spouse.

Forgot to mention I was in remand with Abrosimo they had him in a cell with 3 small guys the guards told them to look out for each other. The Bandido's MC guy in my cell was telling me about him how he had brain damage Abrosimo's cell was the only one in the unit with 4 ppl.
