The arrest ends a 10-day manhunt for the convicted child abductor, who
evaded police by removing his electronic monitoring bracelet.
Vancouver police have arrested high-risk sex offender Randall Hopley,
who has been on the run since he walked away from a halfway house on
Nov. 4.
Police said Hopley was arrested outside the police station in
Vancouvers Downtown Eastside just after 6 a.m. on Tuesday by an
officer still in street clothes who was arriving for work.
VPD spokesman Sgt. Steve Addison said at a briefing Tuesday afternoon
that police are very, very pleased that (Hopley) is back in custody
and thanked the public for their patience during the search.
Addison assured the public that VPD investigators will prepare a
report for Crown prosecutors to keep Hopley in jail until his next
court appearance. He said investigators looked into more than 80 tips,
many of which took a lot of work to follow up on.
Despite reported sightings in many parts of B.C., police now think
Hopley went to ground in downtown Vancouver due to the intense
public and media scrutiny, said Addison. Investigators also think he
took steps to change or mask his appearance, including stockpiling
COVID-19-style face masks.
Addison said investigators will interview Hopley to find out his
motivation for taking off, where he has been and what hes been up to
over the past 10 days.
The arrest ends a 10-day search for the 58-year-old offender, who had
told people he was going to a nearby thrift store then vanished,
removing his electronic monitoring bracelet near Main Street and East
8th Avenue in Mount Pleasant.
Police called the removal of his monitoring device and failure to
return to the halfway house deliberate actions likely meant to avoid
an upcoming trial.
Hopley has a history of convictions for sex crimes, including three
offences against children, assault and property offences.
In 2011, he abducted a three-year-old boy from his home in Sparwood,
holding him captive in a cabin for four days before returning him
apparently unharmed.
Police had assigned 18 full-time investigators to track down Hopley.
