TOP TEN WANTED FOR AUTO THEFT

IMPACT TARGETS TOP TEN WANTED FOR AUTO THEFT


The Integrated Municipal Provincial Auto Crime Team – IMPACT – has
identified a ten most wanted list for auto theft suspects in Greater
Vancouver. All ten individuals are now the targetS of a 12 member team
of auto theft investigators who are gathering intelligence on the
whereabouts of these wanted people, conducting covert surveillance,
and arresting them. The goal is to have all ten wanted people in
custody within 21 days.

Although auto theft has declined in 2004, it is still a major problem
in most municipalities in Greater Vancouver. The same repeat offenders
steal the majority of vehicles in order to feed their methamphetamine
habit. The same pattern is seen over and over – the suspect will steal
a car or truck, use the stolen vehicle to break into businesses or
houses, sell the stolen merchandise, buy drugs, and the cycle will
repeat itself.

A video is being released today that shows plainclothes IMPACT auto
theft investigators arresting a suspect in a stolen Jeep Cherokee in
Vancouver last week. This video demonstrates how investigators target
auto theft suspects. First, intelligence is gathered from a variety of
sources including the public that indicates the whereabouts of an auto
theft suspect. IMPACT auto theft investigators then conduct
surveillance with the intent of spotting the suspect. Once the suspect
is spotte4d, surveillance is continued until the suspect steals a
vehicle or commits another crime. When an opportunity presents itself
for a safe arrest, officers move in and the arrest is made.

IMPACT investigators are asking the public to help locate these ten
wanted people.

1. Warren Ronald Kelly 43 years, 5’10” tall, 166 pounds.
Wanted by Langley RCMP for possession of stolen property over $5000 x
2, theft over $5000. x2, dangerous driving, and causing a police
pursuit.

2. John Wasyl Swystun, 23 years 5'8" tall and 195 lbs.
Wanted by Langley RCMP for Possession of stolen property over $5000
and theft over $5000.
Wanted by the Surrey RCMP for breach of a conditional sentence x 2.

3. Michael Stephen Arsenault 33 years, 5'3" tall, and 131 lbs.
Wanted on Canada Wide Warrant for breach of conditional sentence
order.

4. Jennifer Dawn Cator 19 years 5'8" tall, and 128 lbs.
Wanted by West Shore RCMP for fail to comply .

5. Teo Van Duong 31 years 5'8" tall, and 151 lbs
Wanted by Vancouver PD for Possession of Stolen Property over $5000,
Fail to Stop for Police and dangerous driving.

6. David Lee Ganaway 21 years, 6'2" tall, and 157 lbs.
Wanted by Surrey RCMP for take vehicle without consent. Wanted by
Delta PD for a breach of undertaking.

7. Matthew William Grattan 20 years 5'9" tall, and 142 lbs.
Wanted by Surrey RCMP for breach of probation x 2

8. Dylan Victor Orford 21 years 5'9" tall and 68 lbs.
Orford was arrested in an IMPACT bait car in Surrey in May 2004. He
was convicted in court and received four months jail and nine months
probation. He is now wanted by Surrey RCMP for breach of probation x
2. To assist the public with the idenfication of Orford, bait car
video from the May 2004 incident is being released.

9. Jamie Harvey Poole 32 years 5'10 tall, and 165 lbs.
Wanted by the Langley RCMP for theft under $5000 and breach of
probation x2.

10. Kyle William Schroeder 25 years 5'9" tall and 200 lbs.
Wanted by Vancouver PD for possession of stolen property and breach of
an undertaking.

The oldest guy was arrested within minutes of the manhunt beginning
after police recieved three tips. Another was found to be alread in
custody and because of a "clerical error" the RCMP were not aware of
it.

All ten of the people listed last year were arrested but I don't know
how there cases were disposed of. Sometimes these criminals spend more
time in jail awaiting trial than their actual sentence ends up being.

This thread started by me has 223 Google Groups views alone since 2005. Car theft is still a problem but in Surrey not like it was back then when it was the car theft capital of North America RCMP made a good dent in it. Why are you responding to a thread 18 years dormant?
